DD 1907 — Signature and Tally Record

DD Form 1907, Signature and Tally Record, is the chain-of-custody log used when DoD cargo moves under a Transportation Protective Service — Constant Surveillance Service, Protective Security Service, or a dedicated/driver-protective service — as required for classified material or other high-value, easily pilfered, or otherwise protected shipments under the Defense Transportation Regulation, DTR 4500.9-R (U.S. Transportation Command).

Before the shipment moves, the shipping activity lists the piece count and identifying details on the form. At every point custody changes hands — the origin carrier, any intermediate carrier, and the destination consignee — the individual accepting custody signs, prints their affiliation, and records the date and time of acceptance. That unbroken sequence of signatures is what lets an investigator reconstruct exactly who held the shipment at every stage if a discrepancy, tampering, or loss is later discovered. Because the form's evidentiary value depends entirely on the signature chain having no gaps, carriers and consignees handling protected DoD shipments are expected to treat completing it correctly as a condition of accepting the cargo, not a formality to finish afterward.
