Standard Form 1449, Solicitation/Contract/Order for Commercial Products and Commercial Services, is the government-wide form for soliciting offers, awarding contracts, and placing orders for commercial products and commercial services. Its use is prescribed under the Federal Acquisition Regulation at FAR 53.212, and it is maintained by the General Services Administration. Where SF 30 amends solicitations and modifies contracts across acquisition types generally, SF 1449 is the instrument used specifically for the commercial-item and commercial-service procedures set out in FAR Part 12 — the streamlined path Congress and the FAR Council built to let agencies buy off-the-shelf products and services with less procedure than a traditional negotiated contract.

A contracting officer issues an SF 1449 to solicit offers for a commercial requirement, and the same form, once signed by both parties or issued unilaterally under a contract clause, becomes the award document and later carries orders placed against it. Because commercial-item acquisition is one of the most heavily used procurement paths across federal contracting, SF 1449 is among the most frequently generated forms in the government's contract writing systems.
