SF 30 — Amendment of Solicitation/Modification of Contract

Standard Form 30, Amendment of Solicitation/Modification of Contract, is the government-wide form used to amend a solicitation before award or to modify a contract after award — administrative corrections, schedule or scope changes, funding actions, and both bilateral and unilateral modifications all use this document. Its use is prescribed under the Federal Acquisition Regulation at FAR 53.243, and it is maintained by the General Services Administration.

A contracting officer issues an SF 30 to amend an open solicitation, and offerors must acknowledge receipt before the solicitation's specified deadline — by completing and returning designated items on the form, by acknowledging it on each copy of their offer, or by separate letter or telegram — or risk having their offer treated as nonresponsive. After award, the same form documents a bilateral modification (signed by both the contracting officer and the contractor) or a unilateral modification the government issues under a contract clause, such as a change order or an administrative correction that does not require contractor consent. Because it is the single form used across the entire lifecycle of a solicitation and the resulting contract's changes, it is one of the most frequently referenced procurement forms in federal contracting.
