What these codes are and the Federal Condition Code structure

A Federal Condition Code is a two-character code that expresses an item's condition when it leaves the supply system for disposal. The two characters answer two different questions:

  1. First character — Supply Condition Code (SCC). A single alphabetic character (A–S) that classifies the item's serviceability on the supply record — whether it can be issued, must be repaired, or is suspended from issue.   2. Second character — Disposal Condition Code (DCC). A single numeric character (with X and S used for salvage and scrap) that describes the item's physical condition as inspected at the time of receipt for disposal. This is a hands-on disposal-site assessment, not a supply-record classification.

So a Federal Condition Code of A1 reads as serviceable on the supply record (SCC A), inspected as new at disposal (DCC 1); H7 reads as condemned on the supply record (SCC H), inspected as economically repairable at disposal (DCC 7).

The key distinction is the source of the judgment. The Supply Condition Code reflects the materiel's status as recorded by the managing supply activity. The Disposal Condition Code reflects what a disposal inspector finds when the property physically arrives. The two can differ — an item carried as condemned (H) on the supply record may still inspect as repairable (7) at the disposal site — which is precisely why the two-character code carries both.

Because the DCC is numeric and the SCC is alphabetic, the two-character code is unambiguous to read: the letter is always the supply classification and the number is always the disposal-inspection condition.

How they're used

Disposal Condition Codes appear where property is being turned in, inspected, and dispositioned rather than where it is being issued.

  • Turn-in to DLA Disposition Services (historical use). When a generating activity turns property in to DLA Disposition Services (historically the Defense Reutilization and Marketing Office, or DRMO), the property is inspected and its physical condition recorded. The Disposal Condition Code historically captured that physical-condition judgment as the numeric half of the Federal Condition Code. On a current turn-in, that condition is recorded as the alphabetic Supply Condition Code in record position 71 of the DD Form 1348-1A (DoDM 4160.21), not as a numeric DCC.
  • Property disposal and reutilization decisions. The DCC distinguishes property that is still usable (1, 4) or economically repairable (7) — and therefore a candidate for reutilization, transfer, or donation — from property that is only salvage (X) or scrap (S). That distinction drives how the property is dispositioned.
  • Reading legacy records. On older disposal and turn-in records, condition is expressed as the two-character Federal Condition Code. Anyone reconciling historical property records needs to read the numeric second character to know what physical condition was recorded at the time.

Because the numeric Disposal Condition Code has been superseded on current turn-ins by the alphabetic Supply Condition Code, its forward-going role is shrinking. How the codes are structured

The Disposal Condition Codes grade property by physical condition along three families, each running Good → Fair → Poor, plus two terminal codes for property no longer usable as-is:

  • Unused (1, 2, 3). Property never placed in use. 1 (Good) is new/excellent; 2 (Fair) is somewhat impaired by deterioration or damage; 3 (Poor) is considerably deteriorated but still better than salvage.
  • Used (4, 5, 6). Property that has been used but remains usable without repair. 4 (Good) shows some wear; 5 (Fair) is more worn and may soon need repair; 6 (Poor) is considerably worn with only limited remaining utility.
  • Repairs Required (7, 8, 9). Property that needs economical repair. The grade tracks the estimated repair cost as a share of standard price: 8 (Fair) is 16–40%, 9 (Poor) is 41–65%.
  • Terminal (S, X). X (Salvage) has value beyond its basic material content but is not economically repairable to its original use; S (Scrap) has value only as raw material.

Worked example — reading a two-character Federal Condition Code

A pallet of property arrives at a DLA Disposition Services site. Each item carries a two-character Federal Condition Code on its turn-in record. Read the alphabetic first character as the Supply Condition Code and the numeric second character as the Disposal Condition Code:

  • A1 — Supply Condition Code A (Serviceable, Issuable Without Qualification) plus Disposal Condition Code 1 (Unused — Good). The item was serviceable on the supply record and inspected as new at disposal. A strong reutilization candidate.
  • H7 — Supply Condition Code H (Unserviceable, Condemned) plus Disposal Condition Code 7 (Repairs Required). The supply record condemned the item, but the disposal inspector found it economically repairable. The two-character code preserves both judgments — useful when the disposal inspection differs from the supply classification.
  • H S (SCC H, DCC S) — condemned on the supply record and inspected as scrap at disposal: no value beyond material content.

The lesson the example teaches is that the two characters are read separately and from different sources: never collapse A1 or H7 into a single code. The letter is the supply classification; the number (or salvage/scrap letter) is the disposal-inspection condition.

The SCC–DCC relationship and where the Disposal Condition Code stands

The Disposal Condition Code never stood alone — it was always the numeric companion to the alphabetic Supply Condition Code within the two-character Federal Condition Code. Common errors and gotchas

  • Reading the two-character code as one code. A1, H7, and similar combine the alphabetic Supply Condition Code with the numeric Disposal Condition Code. Read the letter first as the SCC and the number second as the DCC; do not treat the pair as a single indivisible code.
  • Confusing the numeric DCC with another numeric code system. The single numeric character of a Disposal Condition Code is not a Supply Status Code, a Document Identifier digit, a priority designator, or any other numeric field in a MILSTRIP/MILSTRAP transaction. It means only physical disposal condition.
  • Treating salvage (X) and scrap (S) as interchangeable. Salvage retains usable value beyond material content; scrap retains only material value. Mislabeling salvageable property as scrap can destroy recoverable value.
  • Assuming the DCC matches the SCC. The disposal inspection can differ from the supply-record classification — that is the whole reason both characters exist. An item condemned on the supply record (H) may inspect as repairable (7).
  • Applying the numeric DCC to a current turn-in as the condition field. On a current DoD disposal turn-in, the condition field on the DD Form 1348-1A is the alphabetic Supply Condition Code (record position 71, DoDM 4160.21), not a numeric DCC.
