It was created in 2005 by a veteran-owned company, not the U.S. Army, to give squad- and platoon-level leaders a way to track hand receipts and combat equipment when official Army systems are unavailable or impractical to use in the field.

According to the site's own mission page, the free tools let units generate documents like component hand receipts in minutes rather than hours, while more advanced software features require a paid unit license. The operator states the platform has over 28,000 registered military users and has received contracts from multiple military branches and government agencies, though these figures come from the operator itself and are not independently verified here.

How logisticians use it
Small-unit leaders may use Army Property informally to manage hand receipts and equipment lists at the squad, detachment, or platoon level, particularly as a stopgap when the Army's official systems are unavailable. It is not a substitute for the Army's authoritative property-accountability system of record, which logisticians should continue to use for official accountability.
Related systems
The Army's official tactical supply/property accountability capability today is delivered through GCSS-Army (Global Combat Support System–Army), which replaced the legacy Property Book Unit Supply Enhanced (PBUSE) system. Army Property is a separate, unofficial commercial tool and is not integrated with GCSS-Army.
