CAV Web

CAV Web (Commercial Asset Visibility) is a NAVSUP Weapon Systems Support (WSS) web application that tracks government-owned reparable assets as they move through the repair cycle at commercial (contractor) repair facilities. Contractors report receipt, induction, repair status, and shipment directly into CAV, giving Navy inventory managers near-real-time visibility of Navy-owned Depot Level Repairables (DLRs) while in transit to, at, or returning from a commercial repair vendor. Access requires a completed System Authorization Access Request (SAAR) and an individual PKI certificate/CAC, requested through the NAVSUP registration portal.

What it is

CAV is an inventory-management and asset-visibility system built around a relational database that commercial repair vendors update directly as they perform contracted repair work. As a contractor's transactions are entered — asset receipt, induction into repair, repair completion, and outbound shipment — CAV updates its own database and, in turn, feeds the Navy's supply-system databases. This gives NAVSUP WSS and Navy inventory planners visibility of Not-Ready-for-Issue (NRFI) carcasses through the retrograde pipeline, the commercial repair cycle, and return to supply-system stock. The system also lets commercial repair vendors pull their own repair data to produce required status and activity reports.

Who operates it

CAV is operated by NAVSUP Weapon Systems Support (NAVSUP WSS), which issues a CAV Statement of Work governing contractor reporting requirements for the program.

Access

CAV Web is not a public/anonymous system. Per NAVSUP's published CAV Statement of Work, contractors performing Navy repair work must ensure every employee who needs CAV access has obtained, loaded, and registered an individual PKI certificate (issued via CAC for DoD-affiliated personnel, or via an authorized External Certification Authority for contractor personnel not on a DoD network), and must submit a System Authorization Access Request (SAAR) to obtain access to CAV (and, where applicable, the related eRMS system). Account/access requests route through the NAVSUP registration portal at www.navsup.navy.mil/registration (PKI certificate registration), followed by access provisioning at my.navsup.navy.mil/requestaccess. The directory's stored access_type of "public" does not match this — CAV is SAAR- and PKI/CAC-gated, not open access.

How logisticians use it

Contractor repair-facility personnel use CAV to log the status of government-owned reparable assets in their custody, from initial receipt through completion and return shipment. NAVSUP WSS inventory managers and planners use CAV's near-real-time transaction feed to track NRFI carcasses in the commercial retrograde and repair pipeline, reconcile in-transit and in-repair quantities against supply-system records, and make repair/procurement decisions without waiting on manual vendor status reports.

Related systems

CAV is closely related to the Navy's retrograde and in-transit accountability tooling — contractors that need CAV access for repair reporting often also require SAAR-based access to eRMS for related in-transit accountability functions. CAV data ultimately reconciles against NAVSUP WSS supply-system stock records for Navy DLRs.
