DECKPLATE Decision Knowledge Programming

DECKPLATE (Decision Knowledge Programming for Logistics Analysis and Technical Evaluation) is the Navy and Marine Corps' official maintenance-reporting and aircraft-availability database, operated by Naval Air Systems Command (NAVAIR). It records the monthly availability rate and actual flying hours of individual Navy and Marine Corps aircraft, with data reaching back to 1990, and is used by maintenance and logistics personnel and by naval aviation program offices for readiness and material-condition analysis. Access requires a CAC and NAVAIR account registration.

What it is

DECKPLATE is a data warehouse that consolidates fleet-reported maintenance and configuration data — sourced from NALCOMIS/OOMA (Naval Aviation Logistics Command Management Information System / Optimized Organizational Maintenance Activity) records — into monthly aircraft, engine, and component availability and usage figures. It is the Navy and Marine Corps' system of record for retrospective aircraft availability: how many hours an aircraft was actually available to fly in a given month, as distinct from a day-of, forward-looking readiness projection. A companion module, DECKETR (DECKPLATE Engine Tracking), provides location, operational-status, and usage data specifically for aircraft engines and engine modules, supporting engine and module requirements computation and financial-audit traceability.

Who operates it

NAVAIR operates DECKPLATE. Program and system-access responsibility sits with the DECKPLATE Program Office under AIR-6.8.4, part of the Aviation Readiness & Resource Analysis competency (AD 6.8) at Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland.

Access

DECKPLATE is a CAC-authenticated NAVAIR system; it is not public despite the directory's stored "public" value. New users register through the NAVAIR Logistics User Registration (NLUR) site, after which AIR-6.8.4 issues credentials. Different roles (reporting/controlling custodian, maintenance, admin, NAVSUP, PMA/APML, museum, strike admin, OPNAV) carry different access levels. General routing for account or system issues goes through the NAVAIR National Help Desk, which forwards DECKPLATE-specific tickets to the DECKPLATE Customer Support Team.

How logisticians use it

Naval aviation maintenance and logistics analysts use DECKPLATE to pull historical availability and flying-hour data for readiness analysis, budget justification, and engine/component requirements computation. Because its monthly, retrospective figures differ methodologically from the newer AMSRR (Aviation Maintenance Supply Readiness Report) system's daily, forward-looking mission-capability projections, analysts and oversight bodies use the two systems for different purposes — and have flagged discrepancies between them. A 2023 Congressional Budget Office review of F/A-18E/F Super Hornet availability found that DECKPLATE's monthly availability rates were consistently lower than AMSRR's, and identified apparent data-quality issues in DECKPLATE: aircraft recorded as 100% available for a month did not fly at all in 59% of those months, versus 2% for the equivalent AMSRR figure. The report attributed this partly to DECKPLATE's coarser (monthly) measurement approach and possible data-entry gaps rather than to any deliberate misreporting.

Related systems

DECKPLATE is the retrospective counterpart to AMSRR's forward-looking readiness reporting; both feed into naval aviation material-readiness analysis. Baseline configuration and maintenance data reported through NALCOMIS/OOMA flows up into DECKPLATE, with data discrepancies and changes managed through the Joint Deficiency Reporting System (JDRS) via Baseline Trouble Reports and Baseline Change Reports. DECKPLATE is also referenced alongside other NAVAIR logistics and analytics tools such as NAVAIR VECTOR.
