Defective Material Summaries DMS

Defective Material Summaries (DMS) is a Navy resource that compiles summaries of defective materiel identified through the Product Quality Deficiency Report (PQDR) process, hosted on the NAVSUP Weapon Systems Support (WSS) extranet. It requires a Common Access Card (CAC) to reach, and is used by Navy supply and quality personnel to review reported material deficiencies.

What it is

DMS is governed by NAVSUPINST 4855.7, "Product Quality Deficiency Reporting and Defective Material Summary," which links Defective Material Summaries directly to the Navy's PQDR program. PQDRs document deficiencies in design, specification, materiel, software, manufacturing process, or workmanship — including premature failures within a warranty period — found in new or newly reworked government-owned products. DMS functions as a Navy-side summary/reference layer over that deficiency data.

Who operates it

DMS is reached through the NAVSUP WSS extranet (mynavsup.nag.navy.mil), placing day-to-day hosting with NAVSUP Weapon Systems Support. By regulation, NAVSUP Headquarters is designated the Department of the Navy's PQDR process owner, per the Department of Navy Product Data Reporting and Evaluation Program (PDREP) Standard Operating Procedure (NAVSO P 3683). PQDR data — the source information DMS summarizes — is captured DON-wide in the PDREP Automated Information System (PDREP-AIS).

Access

The NAVSUP WSS extranet is a controlled-access U.S. Government system reached only with a valid Public Key Infrastructure (PKI) certificate on a CAC — consistent with how NAVSUP documents PKI registration and access to its enterprise web applications generally, and with how the separate but related PDREP-AIS requires PKI/CAC access for its own PQDR records. No public self-service DMS access-request page was found; the directory's stored access value of "public" does not reflect the CAC requirement observed.

How logisticians use it

Navy supply and quality assurance personnel use DMS to review summarized defective-material information tied to PQDR cases, supporting quality-deficiency awareness and follow-on actions such as stock screening, corrective action, and supplier accountability.

Related systems

DMS sits alongside the Product Quality Deficiency Report (PQDR) process and the Department of the Navy's Product Data Reporting and Evaluation Program (PDREP-AIS), the DON's central repository for supplier and product performance information. PQDR data reported in PDREP-AIS is also shared with the DoD Supplier Performance Risk System (SPRS) and, where counterfeit or suspect material is involved, the Government-Industry Data Exchange Program (GIDEP).
