Delivery Schedule Manager (DSM) is a Defense Contract Management Agency (DCMA) tool for tracking contract delivery status, hosted on the Department of Defense's Procurement Integrated Enterprise Environment (PIEE). DCMA contract management teams and DoD/non-DoD customers use it to flag potential and existing delivery delinquencies, and contractors use it to respond with acceleration commitments or request delivery extensions. As of May 2026, PIEE lists this module as the "Communication & Submission Module (CSM)" rather than DSM, though the older DSM name is still in wide use in DCMA and service documentation.
What it is
DSM gives visibility into contracts with delivery impacts: it surfaces delay details, forecasted recovery dates, and customer requests requiring action, and provides a channel for contracting parties to communicate about potential or existing delinquencies. Contractors use it to respond to acceleration requests or propose delivery-schedule extensions on a contract. It is one of several DCMA eTools that has been migrated onto the PIEE platform rather than run as a standalone application.
Who operates it
The Defense Contract Management Agency (DCMA) operates DSM as part of its contract administration mission; the underlying platform, PIEE, is a DoD-wide procurement system used by multiple services and agencies (DCMA, the services, DLA, NASA, and others), each of which routes its own support requests to its own help desk.
Access
DSM is not public-data access. DCMA's eTools are gated behind the agency's External Web Access Management (EWAM) registration process, and the underlying PIEE platform itself requires a DoD-recognized certificate (CAC for DoD personnel, or an External Certification Authority/ECA token for contractors and other external users) plus an approved account/role. Registration for external users starts at DCMA's EWAM self-registration portal; once approved, PIEE/eTools roles are added to the account.
How logisticians use it
Contract administration and program office personnel use DSM/CSM to monitor which contracts have delivery-schedule problems, review DCMA-generated delinquency and forecast reports, and communicate with contractors about acceleration or extension requests. Contractors and awardees use the same module to submit reports, respond to delinquency notices, and communicate schedule changes back to their contract administration office — several DoD activities beyond DCMA (for example, Navy research offices) require awardees to use this PIEE module instead of email for these communications.
Related systems
DSM/CSM sits alongside other post-award PIEE modules used in contract administration, such as Electronic Data Access (EDA) for contract documents and Wide Area Workflow (WAWF) for invoicing/receipt, and is accessed through the same PIEE single sign-on used for those tools.
