DLM 000.25, Defense Logistics Management System (DLMS)

DLM 4000.25 is the Defense Logistics Manual that prescribes the Defense Logistics Management Standards (DLMS) — the DoD-wide business rules, procedures, and electronic data interchange (EDI) transaction standards used to exchange logistics information across the military services, defense agencies, and other supply chain trading partners. DLMS is a set of standards and transaction formats, not a software system in itself, and its manuals are published and maintained by the Defense Logistics Agency (DLA).

The DLM 4000.25 series is composed of multiple volumes and supplements covering functionally related logistics business processes — including supply (MILSTRIP/MILSTRAP-descended procedures), transportation, contract administration, and supply discrepancy reporting. The DLMS program maintains more than 65 X12-based implementation conventions (transaction guides), plus equivalent XML schemas, that standardize how DoD logistics automated information systems exchange data such as requisitions, shipment status, billing, and discrepancy reports.

Who operates it

DoD Directive 8190.01E designates the Director, Defense Logistics Agency, as the DoD Executive Agent for DLMS, with responsibility for directing, managing, and executing the standards program. Within DLA, the Defense Enterprise Data Standards Office (DEDSO) — under DLA Information Operations (J6) — develops, publishes, and maintains the DLM 4000.25 manuals and the underlying DLMS transaction standards on DLA's behalf.
