DoD 4140.01-M — Supply Chain Materiel Management (Volume 1)

DoD Manual 4140.01, Volume 1, "DoD Supply Chain Materiel Management Procedures: Operational Requirements," is one volume in a multi-volume DoD manual series that implements DoD Instruction 4140.01, the Department's supply chain materiel management policy. It is published by the Washington Headquarters Services (WHS) Executive Services Directorate as part of the official DoD issuances library, and it is used by DoD materiel managers, program offices, and the Military Services/Defense Logistics Agency (DLA) as the governing procedural reference for how requirements are generated and validated within the DoD supply chain.

What it is

DoDM 4140.01 replaced the single-volume DoD 4140.1-R (DoD Materiel Management Regulation) with a multi-volume manual structure, each volume addressing a distinct functional area of supply chain materiel management. Volume 1 specifically covers operational requirements — the processes DoD Components use to determine and validate materiel requirements within the supply chain. Other volumes in the series address demand and supply planning, materiel sourcing, materiel maintenance, delivery of materiel, materiel returns/retention/disposition, supporting technologies, materiel data management and exchange, materiel programs, metrics/inventory stratification reporting, and management of critical safety items and controlled inventory items.

Who operates it

DoDM 4140.01 is issued under the authority of the Office of the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)), which sets DoD-wide materiel management policy under DoDI 4140.01; the Assistant Secretary of Defense for Sustainment (ASD(S)) implements that policy DoD-wide. The manual itself is published and maintained by the WHS Executive Services Directorate's Directives Division, which hosts the current text of all DoD directives, instructions, and manuals.

How logisticians use it

Materiel managers, requirements/inventory analysts, and logistics policy staff use Volume 1 as the authoritative procedural reference for how operational requirements are generated, validated, and fed into DoD supply chain planning — the step that precedes the demand/supply planning, sourcing, and distribution procedures covered in the manual's other volumes. It is cited alongside DoDI 4140.01 in Component-level supply regulations and training materials as the DoD-level baseline that Service-specific procedures must align to.

History & lineage

DoDM 4140.01 supersedes DoD 4140.1-R, the single-volume "DoD Materiel Management Regulation" that previously governed this subject area. DoD restructured that regulation into the current multi-volume DoDM 4140.01 series so each functional area of supply chain materiel management — requirements, planning, sourcing, maintenance, delivery, returns/disposition, data management, programs, metrics, and critical/controlled inventory items — could be issued and updated as a standalone volume rather than as chapters of one large regulation.
