The Directives Division, part of Washington Headquarters Services' Executive Services Directorate (WHS/ESD), is the Office of the Secretary of Defense's official publisher of DoD issuances. It administers the DoD Issuances Program (directives, instructions, manuals), the DoD Forms Management Program, the DoD Information Collections Program, GAO Affairs, and the DoD Plain Language Program, and is reachable at esd.whs.mil/DD.
What it is
The Directives Division is the authoritative source for current DoD Directives (DoDD), Instructions (DoDI), and Manuals (DoDM), plus official DoD forms. Its site hosts the searchable issuances library and recent-publications feed that logisticians and policy staff use to find the governing document for a given program area (e.g., DoDM 4140.01 on supply chain materiel management).
Who operates it
Washington Headquarters Services (WHS), Executive Services Directorate (ESD) — Directives Division — on behalf of the Office of the Secretary of Defense. The Chief of the Directives Division also serves as the DoD Information Collections Officer (ICO), responsible for the Information Collections Program and website.
Naming note (2025–2026)
Executive Order 14347, "Restoring the United States Department of War" (signed September 5, 2025; published in the Federal Register September 10, 2025), authorized "Department of War" (DoW) as a secondary title for the Department of Defense. The Directives Division's own site and issuance templates have adopted this branding for new/updated documents — for example, DoWI 5025.01, "DoW Issuances Program," supersedes the prior DoDI 5025.01 numbering under the new title. Washington Headquarters Services itself has not been renamed; DoD/DoW is used interchangeably across the division's site and documents during this transition.

Public. The issuances library, forms, and program pages at esd.whs.mil/DD are openly accessible with no login or CAC required. (Note: automated fetch tools intermittently receive a 403 from the site's edge/CDN layer — this reflects bot-filtering, not an access restriction; the pages are indexed and retrievable through normal browser access and appear in public search results.)
How logisticians use it
Logisticians and policy practitioners use the Directives Division library to pull the current, canonical version of governing DoD directives, instructions, and manuals cited throughout federal logistics practice, and to locate official DoD forms referenced in those issuances.
