DoD Shelf Life

DoD Shelf-Life (shelflife.dla.mil) is the Defense Logistics Agency's official web portal for the DoD Shelf-Life Program, the department-wide system for tracking how long items with deteriorative characteristics — food, medicines, batteries, tires, adhesives, sealants, chemicals, and NBC protective equipment among them — remain usable in storage. The site publishes program information and training, and hosts login access to the Shelf-Life Extension System (SLES), the database used to extend the usable life of eligible materiel.

What it is

"Shelf life" in DoD usage is the total period, beginning at manufacture, cure, assembly, or pack, that an item may remain in wholesale and retail storage and still be issued or consumed. Items are assigned a shelf-life code under DoD Manual 4140.27 (DoD Shelf-Life Management Program, Volumes 1 and 2), which sets policy for how shelf-life items are coded, stored, inspected, and either extended or disposed of at expiration. The manual distinguishes Type I materiel (non-extendible; must be removed from issue at expiration) from Type II materiel (extendible, based on inspection, testing, and Quality Status List data). SLES is the automated system that stores Material Quality Control Storage Standards (MQCSS) data and Quality Status List (QSL) laboratory test results used to determine whether Type II items qualify for a shelf-life extension.

Who operates it

DLA has held formal, department-wide responsibility for administering the DoD Shelf-Life Program since 1974. Within DLA, program policy and oversight sit with DLA Logistics Operations (J3), which administers DoD MQCSS shelf-life management policy across the DLA supply chains. Each military service and agency also designates its own Shelf-Life Program Administrators, who are listed as points of contact on the non-secure side of the site.

Access

The informational and training content on shelflife.dla.mil is intended for a DoD/logistics audience but is not behind a login. The SLES database itself requires an account: the site's registration guidance directs users without existing access to request one through DLA's Account Management and Provisioning System (AMPS, amps.dla.mil), which is CAC- or External Certificate Authority (ECA)-enabled. New users are generally directed to request the read-only role unless instructed otherwise. Access to SLES is restricted to users on a .mil or .gov host; users are advised to contact their Military Service or Agency Shelf-Life Administrator for further routing.

How logisticians use it

Inventory managers, quality assurance personnel, and shelf-life administrators use the site to look up shelf-life coding policy and, through SLES, to check or submit the inspection and test data that support extending a Type II item's usable life rather than replacing it early. DLA also offers shelf-life training through the site and through DAU/WARU's distance-learning course LOG 0360, "The DoD Shelf-Life Program," aimed at acquisition professionals and other SLES users.

Related systems

The DoD Shelf-Life Program is distinct from the Shelf-Life Extension Program (SLEP) for military pharmaceuticals, which the Defense Health Agency administers in coordination with the FDA and the services — that program tests drug stockpiles for extended potency and is a separate system from SLES. Shelf-life coding and policy also intersect with DLA Disposition Services (for expired Type I materiel turn-in) and with service-level quality assurance and storage standards programs.
