DOD SHELF-LIFE MANAGEMENT PROGRAM

The DoD Shelf-Life Management Program governs how the Department of Defense identifies, codes, stores, and extends materiel that deteriorates over time — chemicals, medical supplies, batteries, rations, rubber, and adhesives, among other categories. Policy and procedures are published in DoD Manual 4140.27, Volume 1 ("Program") and Volume 2 ("Materiel"), issued by the Office of the Under Secretary of Defense for Acquisition and Sustainment and posted publicly by Washington Headquarters Services (WHS). Day-to-day program operation — including the Shelf-Life Extension System (SLES) and related tools — is run by the Defense Logistics Agency (DLA).

What it is

DoDM 4140.27, Volume 1 establishes DoD-wide policy, responsibilities, and procedures for the Shelf-Life Program: assigning shelf-life codes to national stock numbers (NSNs), setting storage and inspection standards, and controlling costs and risk from materiel that expires. It distinguishes Type I shelf-life items (fixed, non-extendible expiration) from Type II items (extendable through inspection, testing, or restorative action). Volume 2 covers materiel-specific procedures. The current edition on file with WHS is dated July 6, 2016, with Change 2 incorporated December 11, 2019.

Who operates it

The manual is issued under the authority of the Office of the Under Secretary of Defense for Acquisition and Sustainment and published through WHS Directives. Operational execution of the Shelf-Life Program — including the DLA Shelf-Life Extension System (SLES), which tracks Type II test/extension data — is carried out by the Defense Logistics Agency.

DoDM 4140.27, Volume 1 is publicly downloadable from the WHS/Executive Services Directorate issuances library with no login required. The related SLES application, used to look up and manage shelf-life extension data on specific NSNs, is restricted to .mil/.gov users and requires an account — it is a separate, credentialed DLA system rather than the public manual itself.

How logisticians use it

Supply, quality assurance, and storage personnel consult DoDM 4140.27 to determine whether an item carries a shelf-life code, whether that code is Type I or Type II, and what inspection or extension action is required before an item's expiration date. Depot and unit-level supply staff use it to plan disposition of aging stock, avoid unnecessary write-offs of extendable Type II materiel, and stay within DoD storage and handling standards for shelf-life-sensitive classes of supply.
