DOTS Web Transfer Portal

DOTS (the DODIIS One-Way Transfer Service) is a Defense Intelligence Agency cross-domain tool that moves files in one direction from a lower-classification DoD network to a higher-classification one. It is reached at dots.dodiis.mil, but the address is only resolvable from inside the DoD network — this is not a public website, and access requires the appropriate network credentials on both the sending and receiving domains.

What it is

Per Department of the Army Pamphlet 25-2-1 (Army Cross Domain Solution and Data Transfer Management), DOTS "provides one-way transfer of documents between networks of lower classification to higher classification. It transfers from unclassified to SIPRNet, from unclassified to top secret, and from secret to top secret." It functions as an approved cross-domain solution, letting users move files upward across classification boundaries without manual media transfer (e.g., burning a disc or using removable media) for supported network pairs.

Who operates it

DOTS is a Defense Intelligence Agency (DIA) service under the Department of Defense Intelligence Information System (DODIIS) umbrella. DA Pam 25-2-1 identifies it as "the Defense Intelligence Agency's Department of Defense Intelligence Information System (DODIIS) One Way Transfer Service (DOTS)."

Access

DOTS is not public. It requires a DoD network account with access to the applicable source and destination classification domains; there is no public self-registration path.

How logisticians use it

Logistics and intelligence personnel with cross-domain requirements use DOTS to move reference material, reports, or working files from a lower-classification network up to a higher one — for example, getting a document from an unclassified system into a SIPRNet or higher environment for further use or dissemination — without waiting on a manual, media-based transfer process.
