DPAS Table of Allowance

DPAS Table of Allowance refers to a Navy Expeditionary Combat Command (NECC) inventory practice built on the Defense Property Accountability System (DPAS), which has since been rebranded the Enterprise Logistics Management System (ELMS). Commands use the system to record accountable property that falls outside a unit's standard Table of Allowance (TOA). The tool's original URL, app.dpas.dod.mil, is no longer live; the system now operates at prod.elms.dla.mil.

What it is

ELMS (formerly DPAS) is a Department of Defense Accountable Property System of Record (APSR) used by the Army, Navy, Marine Corps, Air Force, and Defense Agencies/Field Activities to track and account for government property.

Who operates it

ELMS is operated by the Defense Logistics Agency's Logistics Catalog and Data Solutions (LCDS) portfolio, with program sponsorship from the Office of the Assistant Secretary of Defense for Sustainment. System implementation, training, and call-center support are provided under contract by Leidos, Inc.

Access

ELMS requires a Common Access Card (CAC) and a completed DD Form 2875 (System Authorization Access Request) with a signed user agreement; new users must also complete annual Information Awareness Training before their access request is processed. This is an authenticated DoD system, not a public-facing tool — the directory's prior "public" classification does not reflect how the system is actually reached.

How logisticians use it

Unit and command property personnel use ELMS/DPAS accounts to add, inventory, and maintain accountability records for equipment that must be tracked as government property but does not appear on a unit's standard allowance documents.
