The Defense Property Accountability System (DPAS) has been rebranded the Enterprise Logistics Management System (ELMS), a Department of Defense property-management system serving as the Accountable Property System of Record (APSR) for the Army, Navy, Marine Corps, and Air Force, plus 26 Defense Agencies Field Activities (DAFA). What it is

ELMS is an audited, compliance-focused APSR that tracks DoD property and related logistics transactions across six modules: Property Accountability, Maintenance & Utilization, Warehouse Management, Materiel Management, Force Systems Management, and Registry SA/LW (Small Arms/Light Weapons). It calculates and transmits accounting transactions to financial systems and supports work-in-progress and asset lifecycle tracking.

Who operates it

ELMS is administered by DLA Logistics Catalog and Data Solutions (LCDS), a portfolio within the Defense Logistics Agency's Information Operations directorate. The ELMS program office is sponsored by the Equipment Office under the Office of the Assistant Secretary of Defense for Sustainment/Logistics. Day-to-day programming, implementation, training, and call-center support are provided by contractor Leidos, Inc.

Access

ELMS is not a public, browse-anywhere system — it requires a registered account. Access is role-based: a prospective user (or their organization's Information Owner) submits a System Authorization Access Request (DD Form 2875 / SAAR), a user agreement, and a module-specific roles request form, along with proof of current Cyber Awareness Challenge training. Requests route through the requester's Information Owner, who digitally signs and submits them to the ELMS Security team; processing takes up to three business days once acceptable forms are received. Air Force users have a separate DAF FMO access path via a SharePoint request site.

How logisticians use it

Property and supply personnel use ELMS to maintain accountable property records, run warehouse and materiel-management functions, and schedule and track maintenance/utilization work (vehicle preventive maintenance, work orders, dispatch). The system produces audit-ready property and financial transactions that satisfy DoD financial-statement audit requirements.
