eDACM

eDACM (electronic Director, Acquisition Career Management) is the Department of the Navy's secure, CAC-authenticated system for managing an individual acquisition workforce member's career record. It is operated by the Naval Acquisition Career Center (NACC), under the Assistant Secretary of the Navy for Research, Development and Acquisition (ASN(RDA)), and is used by Navy and Marine Corps civilian and military acquisition professionals to track training, certification, and career-field requirements under the Defense Acquisition Workforce Improvement Act (DAWIA) framework.

What it is

eDACM gives each acquisition workforce member a personalized dashboard summarizing progress against DAWIA position requirements. Through the system, users can view their DAWIA training transcript, apply for Defense Acquisition University (DAU) training and associated travel funding, register for Navy-sponsored continuous learning events, log continuous learning points, apply for the DON Acquisition Workforce Tuition Assistance Program (AWTAP), request career-field certification, and apply for Defense Acquisition Corps membership. It is the DON's system of record for acquisition career data, feeding from personnel records to reflect acquisition-coded billet assignments (a process that can take roughly four to six weeks to fully populate after a position change).

Who operates it

The Naval Acquisition Career Center (NACC), headquartered at Naval Support Activity Mechanicsburg, Pennsylvania, administers eDACM and provides its customer support staff. NACC sits under ASN(RDA) and runs the DON's acquisition workforce programs, including AWTAP administration and DAU registrar/travel coordination for Navy and Marine Corps personnel.

Access

eDACM requires a Common Access Card (CAC) and a .mil network connection; there is no public-facing version of the tool. Authorized users log in with their CAC through the system's DoD PKI-integrated sign-in. New users who log in via CAC and are not yet recognized by the system can submit a web-based Request for Access form directly from the eDACM login flow, providing a justification for access; approval is confirmed by email before first login. Existing acquisition employees' profiles are otherwise populated from their acquisition-coded personnel record, and the eDACM Support Team assists with account or profile discrepancies from there.

How logisticians use it

Acquisition-coded logistics professionals in the Navy and Marine Corps use eDACM to keep their DAWIA certification status current, apply for and document continuous learning credit needed to maintain certification, request AWTAP tuition assistance for degree or certificate coursework, and register for DAU resident, virtual, or online training with associated government travel funding. Supervisors and career field managers also use eDACM data to verify a workforce member's certification and training status against acquisition position requirements.

Related systems

eDACM is a DON-specific implementation of the broader DAWIA acquisition career management model; the other services maintain their own parallel systems (for example, the Army's Career Acquisition Management Portal (CAMP) under the Army's DACM Office, and the Air Force's DACM career management resources). eDACM interoperates functionally with DAU's training registration and continuous learning tracking, though the DAU's own systems host the actual course catalog and completion records that feed into an individual's eDACM transcript.
