FLC Norfolk Super SERVMART

Super SERVMART is a self-service retail supply store at Naval Station Norfolk that lets authorized government purchase-card holders and unit representatives walk in and buy fast-moving, low-cost consumable items on the spot, instead of running them through a full requisition cycle. It operates as a third-party logistics (3PL) project of NAVSUP Fleet Logistics Center (FLC) Norfolk, with day-to-day retail operations run by contractor MANCON.

What it is

Super SERVMART is a roughly 50,000-square-foot retail-style store in Building W-135 on Naval Station Norfolk, across from Pier 8. It stocks over 7,000 line items on the shelf, with thousands more available by special order from vendor catalogs. A mobile unit ("Mobile Mart"/"Big Blue") also visits commands so units don't have to leave to pick up common high-use items. Store hours are Monday–Friday, 0700–1600, except federal holidays.

NAVSUP Fleet Logistics Center Norfolk owns the program; Management Consulting, Incorporated (MANCON) operates the store, e-commerce, and retail functions under a 3PL contract.

Access

Super SERVMART is not a general walk-in public store. Shoppers are government purchase-card (GPC) holders or their designated representatives. If someone other than the cardholder shops on the account, the requiring command must provide a letter on command letterhead (signed by the Commanding Officer or designee) authorizing that shopper, addressed to the Super SERVMART program; commands must renew that authorization letter every six months or when the cardholder's account closes. Purchases that exceed a single-transaction GPC threshold are handled via a DD Form 1149 submitted to the NAVSUP FLC Norfolk purchasing agent.
