The Marine Corps Publications Electronic Library (MCPEL) is the official marines.mil repository of publicly releasable Marine Corps publications — Marine Corps Orders (MCOs), Marine Corps Bulletins (MCBuls), Marine Corps Reference Publications (MCRPs), Marine Corps Warfighting Publications (MCWPs), technical manuals, and other directives. It gives logisticians and other Marines a searchable, authoritative source for the current version of a governing order or manual.
What it is
MCPEL indexes and links to current, publicly releasable Marine Corps directives and doctrinal publications, searchable by publication number, title, or subject tag (for example "doctrine," "technical manuals," or "infantry"). It covers issuances from Headquarters Marine Corps staff agencies, major commands, and other DoD/federal agencies whose publications the Marine Corps uses.
Who operates it
MCPEL is a Headquarters Marine Corps (HQMC) publications resource. The publicly listed point of contact for the publications webpage is HQMC ARDE.
Access
MCPEL itself is publicly accessible with no login required for the publications it lists. Not every publication the Marine Corps uses has been digitized into MCPEL, and Controlled Unclassified Information (CUI) publications, orders, and directives are not published there — those are obtained through TDM-PUBS, a separate CAC-authenticated portal (app.mcboss.usmc.mil).
How logisticians use it
Marine logisticians use MCPEL to pull the current, authoritative version of the orders and technical manuals that govern supply, maintenance, and logistics processes — for example the MCO 4000-series (logistics) — rather than relying on outdated printed or locally saved copies. Because MCPEL is public-facing, it is also usable by contractors, researchers, and other stakeholders who need the text of a specific, publicly releasable Marine Corps order without CAC access.
Related systems
MCPEL is the Marine Corps' counterpart to other services' public directives libraries. CUI and access-restricted Marine Corps publications are handled separately through TDM-PUBS rather than MCPEL.
