MILSTRIP (Military Standard Requisitioning and Issue Procedures) formats are the standardized data elements, codes, and transaction layouts DoD uses to requisition, release/issue, and track materiel. MILSTRIP procedures are published today inside DLM 4000.25 (DLMS), Volume 2 — Supply Standards and Procedures — the standalone manual DLM 4000.25-1 having been decommissioned and retained for historical reference only. The series covers both the legacy 80-record-position (card-image) formats and modern DLMS electronic transactions. The manual and its supporting publications are freely available on DLA's public data-standards site.
What it is
The MILSTRIP portion of DLM 4000.25 prescribes uniform procedures, data elements, codes, and time standards for requisitioning and related supply transactions across the Department of Defense — including requisitioning, supply status, cancellation, materiel release/issue, lateral redistribution, materiel returns, and materiel obligation validation. The "formats" are the structured record layouts (legacy fixed-position and DLMS/ANSI X12-based) that carry these transactions between Military Service, DLA, and contractor supply systems.
Who operates it
The DLM 4000.25 series is maintained by DLA’s Defense Enterprise Data Standards Office (DEDSO, formerly the Defense Logistics Management Standards program), under the authority of DoD Instruction 4140.01 (DoD Supply Chain Materiel Management Policy). MILSTRIP content lives in Volume 2 of that series; the decommissioned DLM 4000.25-1 remains posted for historical reference only.

The publications are public — no login or CAC is required. DLA’s Defense Data Standards site now lists DLM 4000.25-1 under “Decommissioned” (obsolete, historical reference only); current MILSTRIP standards and procedures are in DLM 4000.25, Volume 2 (last change October 2025).
How logisticians use it
Supply personnel, systems integrators, and software developers use MILSTRIP formats as the reference for building and interpreting requisition and supply-status transactions — ensuring documents carry the correct record positions, codes, and field values for interoperable DoD requisitioning between Services, DLA, and industry partners. It is a foundational reference for anyone coding, testing, or auditing DoD supply-chain EDI transactions.

MILSTRIP is part of the DLM 4000.25 series alongside MILSTRAP (materiel receipt/storage/issue) and the broader DLMS manual volumes. MILSTRIP transactions carry document identifier codes (DIC), advice codes, supply status codes, and routing identifier codes (RIC) defined elsewhere in the same publication set.
