MILSTRIP Formats

MILSTRIP (Military Standard Requisitioning and Issue Procedures) formats are the standardized data elements, codes, and transaction layouts DoD uses to requisition, release/issue, and track materiel. MILSTRIP is published as DLM 4000.25-1 by the Defense Logistics Agency's Defense Logistics Management Standards (DLMS) program and covers both the legacy 80-record-position (card-image) formats and modern DLMS electronic transactions. The manual and its supporting publications are freely available on DLA's public data-standards site.

What it is

DLM 4000.25-1 prescribes uniform procedures, data elements, codes, and time standards for requisitioning and related supply transactions across the Department of Defense — including requisitioning, supply status, cancellation, materiel release/issue, lateral redistribution, materiel returns, and materiel obligation validation. The "formats" are the structured record layouts (legacy fixed-position and DLMS/ANSI X12-based) that carry these transactions between Military Service, DLA, and contractor supply systems.

Who operates it

DLM 4000.25-1 is maintained by DLA's Defense Logistics Management Standards program (part of DLA Information Operations/J6), under the authority of DoD Instruction 4140.01 (DoD Supply Chain Materiel Management Policy). It is one manual in the broader DLM 4000.25 series governing DoD logistics data standards.

DLA has reorganized its publications library from the earlier "DLMS eLibrary" branding to the Defense Data Standards site; the MILSTRIP manual, its appendices, and change history are posted there as PDFs alongside the rest of the DLM 4000.25 series. No login or CAC is required to read or download the manual.
