MyNavy Portal

MyNavy Portal (MNP) is the Navy's official web portal consolidating Sailors' human resources, career-management, and training resources into a single sign-on environment. Login (CAC or a CAC-bootstrapped "CAC-free" account) is required to reach almost all functional content. It is the successor to Navy Knowledge Online (NKO), which was disestablished in April 2017.

What it is

MNP was built to consolidate the Navy's fragmented HR portals, knowledge bases, and applications into one "self-service" entry point, so Sailors can manage personnel and career information without navigating multiple separate systems. Per the program's official fact sheet, MNP began baseline deployment in 2017 with capabilities added incrementally, aiming for a full personnel/training/education one-stop-shop by FY20. The portal's public-facing pages organize resources into categories such as Career & Life Events and Quick Links; specific record and transaction tools (e.g., PRIMS, OMPF/evaluation records, Personnel Qualification Standards, leave requests, MyRecord) are marked with a login-required lock icon and sit behind authentication.

Who operates it

MNP is fielded and sustained by the Sea Warrior Program (PMW 240), part of Navy Program Executive Office for Enterprise Information Systems (PEO EIS), which develops and sustains Navy/Marine Corps enterprise network and business IT systems. The public-facing site itself is published under the Chief of Naval Personnel.

Access

The MNP homepage and general navigation are reachable without authentication, but the working content behind it — personnel records, PQS, leave, evaluations, and similar tools — requires login. Standard login uses a Common Access Card (CAC). The Navy has also rolled out a "CAC-free" mobile option (via Okta Verify/Okta FastPass) for some MyNavy HR systems on personal mobile devices, but a Sailor must first authenticate with a CAC to enroll in CAC-free credentials — CAC-free access is not offered as an alternative for desktop/laptop use. Because functional use of the portal is gated behind CAC (directly or via CAC-bootstrapped enrollment), this entry is best classified as CAC-required rather than public, despite the directory's stored "public" value. Login and technical issues route to the Naval Enterprise Service Desk (NESD); pay, personnel, and career questions route to the MyNavy Career Center (MNCC) at askmncc@us.navy.mil.

How logisticians use it

MNP is a personnel/HR and training portal, not a materiel-logistics system. Logistics-rated Sailors and their supervisors use it like any other Sailor: to complete required training (via Navy e-Learning), track advancement and qualification requirements (PQS), and manage career/personnel records, rather than for supply-chain or materiel functions.

History & lineage

MNP replaced Navy Knowledge Online (NKO), which was disestablished on 14 April 2017 with its content and functions migrated to MNP. The Navy has continued to extend MNP's authentication options since, including the CAC-free mobile capability first introduced with the MyNavy Portal-MyRecord mobile app (beta) in January 2019.
