NAVAIR VECTOR

VECTOR is a NAVAIR web-based analytics tool that gives the naval aviation enterprise common program metrics for readiness, with the ability to drill down through multiple levels to the component level to identify readiness impacts. It supports getting the right parts on order with the necessary lead time — partnering with NAVSUP and DLA — to increase Ready Basic Aircraft (RBA) and aircraft availability. Access is at vector.navair.navy.mil and requires a CAC (or DoD-issued ECA certificate).

What it is

VECTOR aggregates data from more than 20 previously disparate maintenance, supply, and flight-operations reporting systems across naval aviation into a single standardized view, and lets users analyze readiness drivers down to the component level. According to trade-press reporting, it reduced the time to identify readiness degraders from months to minutes by replacing manual spreadsheet review with graphical views of down aircraft and their top failing components. Its predictive features help forecast parts demand so requisitions can be placed with adequate lead time, improving aircraft readiness.

Who operates it

VECTOR is a NAVAIR tool. Trade-press reporting (C4ISRNET, 2017) attributes its development to NAVAIR's Aviation Logistics and Maintenance Analysis Division; LogTool has not been able to confirm that specific division name against a NAVAIR primary source, so it should be treated as unverified pending confirmation.

Access

VECTOR requires CAC authentication (DoD ECA certificates are also accepted for users without a CAC); it is not a public tool. The directory's stored access_type of "public" is incorrect. For access issues, NAVAIR's tools listing directs users to the NAVAIR National Help Desk.

History & lineage

VECTOR is the web-based successor to the Integrated Logistics Support Management System (ILSMS), which had been used primarily by NAVAIR program managers. A web-based version was funded through a Naval Aviation Enterprise Future Readiness initiative to extend visibility across the wider enterprise, and the tool was released under the VECTOR name in July 2016.
