Naval Forms Online NFOL

Naval Forms Online (NFOL) was the Department of the Navy's original enterprise repository for official DON forms. Since January 2019, DON forms were hosted on the Defense Logistics Agency's (DLA) Forms OnLine system at forms.documentservices.dla.mil/order/. Supply, administrative, and logistics personnel use the applicable site to find, download, or order both electronic and printed (warehouse) forms.

What it is

NFOL is best understood today as a legacy name for a function now fulfilled by DLA Document Services: a searchable catalog of official Department of the Navy forms, integrated with a DLA ordering system so users can either download an electronic form directly or place an order for pre-printed warehouse stock. DLA Document Services operates forms-ordering systems for multiple DoD components, not just the Navy.

Who operates it

DLA Document Services, a component of the Defense Logistics Agency, hosts and operates the ordering platform that serves the DON forms catalog. Forms content itself is governed under the Department of the Navy's Forms Management Program (SECNAV M-5213.1), which designates a DON Forms Management Officer (DON FMO) with overall responsibility for executing the program, along with FMOs at Echelon 1 and 2 commands responsible for originating, revising, and sponsoring individual forms; DLA Document Services provides the shared hosting and fulfillment infrastructure rather than owning form content.

Access

Browsing and downloading electronic forms, and ordering by check payment, does not require an account. Ordering warehouse (printed) forms requires registering for a customer account with a valid DoDAAC (UIC) for government personnel and contractors with assigned contract numbers; government account holders can pay via MILSTRIP fund code or government credit card.

How logisticians use it

Navy supply, administrative, and logistics personnel use the applicable site to locate the current, authorized version of a DON form, download it electronically for immediate use, or place a bulk order for pre-printed stock to be shipped to a unit — replacing the older practice of maintaining local paper form inventories. Because the catalog is tied into DLA's broader Document Services ordering infrastructure, the same account and ordering mechanism used for Navy forms is shared with the printing and forms-ordering systems DLA operates for other DoD components.

History & lineage

The original Naval Forms Online and Department of the Navy Issuances (DONI) websites were hosted on servers in a DLA datacenter in Philadelphia, PA. When that datacenter closed, both sites were decommissioned. Per NAVADMIN 033/19 (11 February 2019), DONI relaunched at secnav.navy.mil/doni effective 25 January 2019, and DON forms were moved — stated at the time as a temporary measure for up to one year — to DLA's Forms OnLine at forms.documentservices.dla.mil/order/. .
