NAVICP Mart was a Navy-branded e-commerce storefront for ordering general-purpose electronic test equipment (GPETE) under a requirements contract between the Naval Inventory Control Point (NAVICP) and TestMart, a commercial test-and-measurement reseller. The dedicated navicpmart.com site has since been folded into its parent commercial site, TestMart.com, which remains active and continues to serve government buyers through standard federal contract vehicles.

What it is

NAVICPmart was built to let Navy and Marine Corps activities order test, measurement, and diagnostic equipment (spectrum analyzers, oscilloscopes, network analyzers, signal sources, and similar GPETE) from a pre-negotiated catalog, under contract N00104-01-D-X407 between NAVICP and TestMart. The navicpmart.com domain now redirects permanently to testmart.com, the operator's general commercial storefront — the Navy-specific branded portal is no longer a separate destination.

Who operates it

TestMart is operated by Technical Communities, Inc. (TCI), a commercial reseller and distributor of test-and-measurement and life-science equipment to government and commercial buyers, headquartered in San Mateo, California. TCI also operates GSAmart, a similar storefront built around GSA Schedule procurement. NAVICPmart's originating counterpart, NAVICP (Naval Inventory Control Point, headquartered in Mechanicsburg, PA), was a division of Naval Supply Systems Command that was renamed NAVSUP Weapon Systems Support (NAVSUP WSS) in 2011; NAVSUP WSS itself does not operate or endorse the testmart.com site today.

TestMart.com is a public commercial website — no CAC or government login is required to browse the catalog. Government and military buyers typically purchase through TestMart's listed federal contract vehicles (GSA Multiple Award Schedule, NASA SEWP) rather than a Navy-specific request process; the original NAVICP-only ordering path tied to contract N00104-01-D-X407 is not documented as still active.

How logisticians use it

Historically, Navy and Marine Corps logisticians used NAVICPmart to source GPETE at negotiated pricing without running a full open-market solicitation. With the storefront consolidated into TestMart, logisticians researching test-and-measurement equipment procurement options would use TestMart's general catalog and contract-vehicle ordering process instead of a Navy-specific portal.
