NSDSA (Naval Systems Data Support Activity) was the NAVSEA activity that managed the Navy's technical-manual program — acting as NAVSEA's agent for technical manual (TM) matters, as directed by NAVSEA 04L, and operating the Technical Data Management Information System (TDMIS), the database used to track the life-cycle history of NAVSEA technical manuals. The directory's listed URL, nsdsa.nmci.navy.mil, no longer resolves; the underlying TDMIS function it operated has migrated to a successor system.
What it is
NSDSA administered TDMIS, the Department of the Navy database used to manage and track technical manuals for NAVSEA (and other systems commands), including configuration status, applicability, availability, pending changes, and Technical Manual Deficiency/Evaluation Report (TMDER) submissions. As of March 31, 2023, digital technical-manual access through TDMIS was discontinued; that function has transitioned to the Model Based Product Support (MBPS) system, a NAVSEA (SEA 06L) program modernizing configuration management, provisioning, readiness modeling, and technical-data management for Navy ships and weapon systems.
Who operates it
NSDSA operated under Naval Sea Systems Command (NAVSEA), associated with Naval Surface Warfare Center (NSWC) Port Hueneme Division, with technical-manual policy direction from NAVSEA 04L. The successor MBPS program is managed by NAVSEA's logistics directorate, SEA 06L.
Access
The legacy nsdsa.nmci.navy.mil site is unreachable. The technical-manual access it once provided now requires an account through National Help Desk Service Management (NHDSM) at nhdsm.navair.navy.mil, which requires a valid CAC and a submitted SAAR-N (System Authorization Access Request-Navy) request. Account requests can also be routed by email to nav_helpdesk.fct@navy.mil or by phone to the NAVAIR Help Desk. This is a CAC/SAAR-gated process, not public access, despite the directory's stored "public" value.
How logisticians use it
Navy maintenance and logistics personnel used NSDSA-managed TDMIS records to locate the correct technical manual for a system, check its revision/configuration status, and file a TMDER when a manual contained an error or needed a change. That workflow now runs through MBPS/NHDSM rather than the legacy NSDSA site.
