The 2023 Owner's and Operator's Manual is the Navy's annual, single-source reference of facts, figures, and organizational information about the service, published as a special edition of All Hands Magazine. What it is

The Owner's and Operator's Manual (sometimes abbreviated "O&O" or "OANDO") is a recurring annual publication in the All Hands Magazine family. Each edition compiles current facts and figures about the Navy — force structure, ships, aircraft, personnel, and similar reference data — into a single PDF booklet. The series has been published for well over a decade; editions for 2011, 2022, 2023, 2024, and 2025 are all publicly documented, indicating it is an established, ongoing annual product rather than a one-off release.

Who operates it

All Hands Magazine is produced by the Defense Media Activity (Fort George G. Meade, MD) on behalf of the U.S. Navy Office of Information. Defense Media Activity took over production of All Hands from the former Naval Media Center in 2011. The magazine is the official Navy publication "for Sailors, by Sailors," and the Owner's and Operator's Manual is published annually as part of that same editorial operation.

The 2023 edition is a public PDF hosted on the Department of Defense's media distribution domain (media.defense.gov), with no login or CAC required. The current home for the Owner's and Operator's Manual series and other All Hands editions is the magazine's official site, allhands.navy.mil (Media > Owners & Operators section), which links out to each year's PDF as it is published.

How logisticians use it

This is a general orientation and public-affairs reference rather than an operational logistics tool. Logisticians and other Navy personnel may consult it for a quick, citable snapshot of Navy-wide statistics (fleet size, personnel counts, major commands) when preparing briefings, command histories, or public-facing materials, but it is not a system of record and should not be used in place of authoritative sources like NAVSEA, NAVSUP, or OPNAV data calls for current operational figures.

History & lineage

All Hands has been published in some form since 1922, with the current title adopted in 1945; it moved to Defense Media Activity's production in 2011 and to a digital-first format starting in 2013. The January "Owner's and Operator's Manual" special issue is a long-running annual tradition within that publication, continuing into at least 2025.
