Navy ERP Quality Center was the HP Quality Center (later HP ALM/OpenText ALM) instance used inside the Navy Enterprise Resource Planning (Navy ERP) program to manage software test cases and track defects during SAP configuration, upgrades, and releases. It was a back-office application-lifecycle-management tool for the Navy ERP program office and its contractor test teams, not a system that working-level logisticians log into for daily supply or maintenance tasks.
What it is
Quality Center (branded HP Quality Center, then HP ALM/Quality Center after the 2011 rename, and now marketed by OpenText) is a commercial application-lifecycle-management product used to plan test cycles, execute test scripts, and log and track software defects through resolution. Within Navy ERP, it was used alongside tools like MS SharePoint and HEAT Helpdesk software to support the program's testing and change-control process.
Who operates it
Navy ERP is the Department of the Navy's SAP-based enterprise resource planning system, serving as the Navy's system of record for large parts of financial and supply management across NAVSUP, NAVAIR, NAVSEA, NAVWAR (formerly SPAWAR), ONR, and SSP. The program was managed by the Program Executive Office for Enterprise Information Systems (PEO EIS); PEO EIS was disestablished in May 2020 and its Navy ERP-related IT acquisition responsibilities moved to the newly formed Program Executive Office Digital and Enterprise Services (PEO Digital). Quality Center itself, as an internal test-management tool for the program's development and sustainment contractors, would sit under this same program management structure rather than being a public-facing Navy ERP module.

The directory's stored login URL (a Citrix MetaFrame path under citrix.erp.navy.mil) no longer resolves. Navy ERP's remote-access infrastructure has since moved to a Citrix Gateway at cvad.erp.navy.mil, which is part of the same erp.navy.mil domain family used for Navy ERP's other Citrix-delivered applications (Sigma/ERPGUI, e.Power). Public search results could not confirm whether Quality Center specifically is still published through that gateway, so no corrected URL is listed here. What is well documented is that access to Navy ERP's web-delivered applications (Sigma, ERPGUI, Citrix-hosted tools, Employee Self Service) requires a properly installed DoD PKI certificate, i.e., CAC-based authentication — non-CAC users cannot reach these systems.
How logisticians use it
Quality Center was not a tool for day-to-day logistics work. Its users were the Navy ERP program office, its SAP configuration/test contractors, and functional testers validating releases before they reached the fleet — logging defects, tracking test-case pass/fail status, and supporting the program's formal change-control boards. Working logisticians interact with the output of that process (a stable Navy ERP/SAP release) rather than with Quality Center itself.
