Department of the Navy Issuances (DONI) is the official web repository of unclassified instructions, notices, and manuals issued by the Secretary of the Navy (SECNAV) and the Chief of Naval Operations (OPNAV). The Department of the Navy hosts it at secnav.navy.mil; anyone can browse or download current directives without an account. Navy personnel and logisticians use it to confirm they are working from the current, authoritative version of a policy or procedural instruction.
What it is
DONI is organized by directive series (SECNAV instructions and notices, OPNAV instructions and notices, SECNAV and OPNAV manuals) and by subject area, covering everything from personnel administration to logistics, security, and communications. Documents are published as PDFs and can be browsed by directive number or subject folder, or reached directly via search engines that index the individual instruction PDFs.
Who operates it
DONI is operated by the Department of the Navy under the Office of the Secretary of the Navy. Policy questions about OPNAV directives are directed to the Director, Navy Staff — Directives, Forms and Information Management Control Branch (DNS-15), per a Navy-wide administrative message announcing the branch's directives-management role.

DONI is a fully public collection of unclassified issuances — no login, CAC, or account is required to browse or download documents. The historical access URL doni.daps.dla.mil no longer resolves; the current, working DONI site is secnav.navy.mil/doni.
How logisticians use it
Navy logisticians and supply personnel use DONI to look up the current SECNAVINST or OPNAVINST governing a given supply, transportation, maintenance, or administrative process, and to verify a directive hasn't been superseded or cancelled before citing it. Because DONI is the single authoritative publication point for these instructions, it is the standard first stop for confirming current Navy policy language rather than relying on a locally saved or forwarded copy.
