The underlying Navy-Marine Corps Intranet (NMCI) network and transport is delivered under the Next Generation Enterprise Network Re-compete (NGEN-R) contract, awarded to Leidos in 2020 for the Service Management, Integration and Transport (SMIT) portion covering NMCI's backbone, cybersecurity, network operations, and service desk.

Access

Access requires a CAC. DNS and network probing (2026-07) confirm webmail.cloud.navy.mil is still a live, resolvable Navy-operated host (not retired/dead) but is unreachable from outside DoD-authorized networks — consistent with CAC/network gating rather than decommissioning. The directory's current "public" access-type value is incorrect for this entry. The current Flank Speed webmail client at webmail.apps.mil is confirmed live and responds with a standard DoD-cloud Exchange Online front end. Remote (off-base/off-NMCI) sign-in has required additional authentication beyond CAC+PIN in various periods, including a passkey enrolled via a paired smartphone; exact current requirements should be confirmed against the Flank Speed Hub before publishing specifics, since DoD has changed remote-auth requirements more than once. There is no general public self-service account request path; Flank Speed/NMCI accounts are provisioned to sponsored DoD personnel (military, civilian, or contractor) through their command, not through public registration. It is a general communications capability rather than a logistics-specific application; it does not itself carry logistics data, but it is the channel logisticians use to receive taskers, coordinate with supply and maintenance stakeholders, and access other Navy web applications that route through Flank Speed authentication.
