Navy Personnel Command's FITREPs and Evals resource is the official Navy hub for performance-evaluation policy, forms, and software — including NAVFIT98A, the Windows application used to prepare officer Fitness Reports (FITREPs), Chief Petty Officer evaluations (CHIEFEVAL), and enlisted evaluations (EVALs), plus the NAVPERS 1610 and 1616 series forms and counseling records. It is maintained by Navy Personnel Command (NPC) through MyNavy HR, and it is used by every reporting senior, command career counselor, and administrative office in the Navy that has to produce a performance report.
What it is
The Navy Performance Evaluation System governs how officers and enlisted Sailors are formally assessed. NAVFIT98A is the authorized software for building these reports: it stores member and command data, applies current formatting and narrative-length rules, and produces the printable/submittable report. It works alongside standard NAVPERS forms — including the NAVPERS 1616/26 Evaluation Report and Counseling Record used for E1-E6 Sailors — and BUPERSINST 1610.10 series policy that defines rating chains, reporting periods, and promotion-recommendation language.
The Navy briefly fielded a web-based replacement, eNavFit, as a pilot and phased rollout. NAVADMIN 012/25 discontinued eNavFit for Fleet use effective 1 May 2025 and directed all commands back to NAVFIT98A, releasing modernized version 32 built to be compatible with Microsoft Office 365 and standard Navy workstations.
Who operates it
Navy Personnel Command, through MyNavy HR's Career Management directorate and the Performance Evaluations Division (PERS-32), owns the policy and the software. The legacy public-facing host, public.navy.mil, has been decommissioned Navy-wide; the current official page for forms, software, and guidance is hosted on mynavyhr.navy.mil.
Access
The policy, forms, and reference guides on the MyNavy HR Performance Evaluation pages are publicly viewable. The NAVFIT98A software itself is Navy-internal: it is distributed to Sailors through command IT channels (e.g., the Software Center on NMCI workstations) rather than offered as a public download, so using it to actually build a report requires a Navy user account/workstation rather than open public access. General support questions are handled by the MyNavy Career Center at 833-330-6622, available 24/7.
How logisticians use it
Logistics-rated Sailors (LS) and their chains of command use this system the same way every other rating does: reporting seniors and career counselors prepare FITREPs, CHIEFEVALs, and EVALs through NAVFIT98A, and members use the published NAVPERS counseling-record forms to document periodic feedback. It is a personnel/administrative resource rather than a materiel or supply-chain tool, but it is a required system of record for logistics-community career progression, so it sits in LogTool's directory as an adjacent HR reference rather than a core logistics system.
Related systems
Performance evaluation records ultimately feed into a Sailor's Official Military Personnel File (OMPF), maintained separately through Navy Personnel Command's records systems, and connect to promotion-board processes governed by the same PERS-32 policy office.
