The Navy Standard Integrated Personnel System (NSIPS) is the Navy's single, field-entry electronic pay and personnel system for all active and reserve Sailors (USN/USNR). It gives Sailors around-the-clock access to their Electronic Service Record (ESR), training data, and career-counseling records, and serves as the single point of entry for Navy pay and personnel information.
What it is
NSIPS consolidates Navy pay and personnel functions into one web-based system. Through the ESR, Sailors and commands manage service-record data, submit and approve leave, file PCS travel claims, and maintain personal information (such as dependency data, address/phone, and emergency-contact records). It automates pay transactions to downstream accounting systems and standardizes pay/personnel processing across the active and reserve force.
Who operates it
NSIPS is a Navy Personnel Command (NPC) / MyNavy HR corporate system, listed among NPC's Corporate Systems alongside the Electronic Service Record and Navy Personnel Database.
Access
NSIPS requires Navy CAC authentication from a CAC-enabled computer; there is no public, unauthenticated access. The system's legacy URL (nsips.nmci.navy.mil) has been retired — the current login is at nsips.cloud.navy.mil. Sailors and Command Pay/Personnel Administrators (CPPAs) use existing Navy CAC credentials to log in directly; there is no separate account-request form for individual Sailor access. How logisticians use it
While primarily a pay/personnel system rather than a materiel-logistics tool, NSIPS is essential personnel-readiness infrastructure: logistics units rely on it for accurate service records, training currency, leave, and travel-claim processing for their Sailors, and CPPAs use it to administer pay/personnel actions at the command level.
History & lineage
NSIPS has been the Navy's standard pay/personnel system for over two decades, with mandatory use of the Electronic Service Record established via NAVADMIN guidance and self-service ESR functionality expanded over time (e.g., emergency-data/dependency self-service). The system has since migrated from an on-premises NMCI-hosted login to a cloud-hosted login (nsips.cloud.navy.mil).
