NRCD Naples — the Navy Regional Contracting Department, Naples — no longer exists as a standalone command. Its contracting mission for the Naples/Mediterranean theater is now carried out by NAVSUP Fleet Logistics Center Sigonella (NAVSUP FLC Sigonella), which maintains a site presence in Naples, Italy.

What it is

NRCD Naples (and its earlier name, Naval Regional Contracting Center Naples, or NRCC Naples) provided regional Navy contracting support for Europe, Africa, and Southwest Asia, headquartered at Capodichino, Naples. The command was disestablished by OPNAV Notice 5450 in January 2005, and its logistics and contracting functions were absorbed into FISC Sigonella (now NAVSUP FLC Sigonella), established at Naval Air Station Sigonella, Sicily in March 2005.

Who operates it

NAVSUP Fleet Logistics Center Sigonella, one of NAVSUP's globally positioned fleet logistics centers, now performs the contracting mission this entry originally described. FLC Sigonella retains a site office in Naples in addition to its Sigonella headquarters.

Access

Public information about FLC Sigonella's mission, services, and points of contact is published on navsup.navy.mil. Contracting and logistics services themselves are delivered to authorized Navy, Joint, and NATO/allied customers in the region rather than the general public. There is no indication this requires CAC-gated online access for general information — general contact and program information is openly published.

How logisticians use it

Navy, Joint, and NATO/allied logistics and contracting personnel in the Naples/Mediterranean/Southwest Asia region work through NAVSUP FLC Sigonella (rather than a separate NRCD/NRCC Naples office) for regional contracting, supply chain management, and integrated logistics support.

History & lineage

The Naples regional contracting mission traces from Naval Regional Contracting Center (NRCC) Naples — headquartered at Capodichino with detachments in London and Bahrain (the Bahrain detachment including a satellite office in Dubai) — through its January 2005 disestablishment and absorption into FISC Sigonella Detachment Naples, to today's NAVSUP FLC Sigonella. The 2005 consolidation of supply chain management, contracting, hazardous-material management, mail services, and other logistics functions across Navy Region Europe was reported to have produced a 27% reduction in military billets and a 30% reduction in civilian positions at the time.
