PR Builder - Purchase Request Builder

PR Builder (Purchase Request Builder) is a U.S. Marine Corps web-based system for originating, documenting, and routing purchase requests (PRs) to Marine Corps Regional Contracting Offices (RCOs) for procurement action. Marine Corps units use it to build a complete PR package and track it through unit approval and into the contracting process. It is reached at prbuilder.usmc.mil and is restricted to authenticated Marine Corps and supporting personnel, not the general public.

What it is

PR Builder lets requirement owners generate a purchase request package — including the supporting documentation an RCO requires, such as a completed PR checklist and a detailed statement of salient characteristics for each line item — and route it electronically rather than on paper. Multiple Marine Corps Regional Contracting Offices (including MCIEAST at Camp Lejeune, the Quantico RCO, and MCICOM Contracting) publish PR Builder guidance and checklists for the commands they support, indicating it is the standard intake system for non-program-of-record supply and service contract requirements across the Corps.

Who operates it

PR Builder is administered through Marine Corps Installations Command (MCICOM) Contracting and the individual Regional Contracting Offices (RCOs) that use it to receive and process purchase requests from supported units and installations.

Access

PR Builder is an internal Marine Corps system for supply/requirements personnel and contracting staff, not a public-facing tool. Reaching it requires Marine Corps network/CAC-authenticated access; the directory's prior "public" classification does not reflect how the system is actually used.

How logisticians use it

Marine Corps supply and requirements personnel use PR Builder to originate a purchase request, attach required justification and salient-characteristics documentation, and submit it through their chain for unit-level approval before it reaches the supporting RCO for contracting action. RCOs reference PR Builder submissions (and published pre-submission checklists) as the standard entry point for service and supply contract requirements that fall outside GCSS-MC.

History & lineage

In August 2021 the Marine Corps issued MARADMIN 423/21, guidance for transitioning Purchase Request Builder functions to iProcurement in support of the Defense Agencies Initiative (DAI) migration. That guidance is now several years old, and Marine Corps installation contracting offices (MCIEAST, Quantico, MCICOM, and others) continue to actively publish and reference PR Builder as their current PR intake tool, so the iProcurement/DAI transition guided in 2021 does not appear to have fully retired PR Builder.
