SeaPort

SeaPort-NxG (SeaPort Next Generation) is the Department of the Navy's electronic contracting platform for acquiring professional support services — engineering and program-management services spanning 23 functional areas — under a multiple-award, indefinite-delivery/indefinite-quantity (IDIQ) contract. It succeeded the earlier SeaPort-e vehicle. The portal is operated by the SeaPort-NxG Program Management Office under Naval Sea Systems Command (NAVSEA), and it is used by Navy and Marine Corps contracting officials to solicit and award task orders, and by industry (awarded MAC holders) to bid on them.

What it is

SeaPort-NxG is a Navy multiple-award IDIQ contract vehicle and the web portal used to administer it. It replaced SeaPort-e and reorganized the prior functional-area structure into 23 functional areas grouped under two scope-of-work categories: Engineering Services and Program Management Services. All task-order solicitations, proposal submissions, awards, and task-order administration under the contract are conducted through the SeaPort-NxG portal.

Who operates it

The SeaPort-NxG Program Management Office, under Naval Sea Systems Command (NAVSEA), owns and administers the portal and the overarching IDIQ contract. Authorized users span the Navy's systems commands — NAVSEA, NAVAIR, NAVWAR (formerly SPAWAR), NAVFAC, and NAVSUP — plus the Office of Naval Research, Military Sealift Command, and the U.S. Marine Corps, each of which competes its own service requirements among SeaPort-NxG contract holders.

Access

SeaPort-NxG is not an open-public tool. The public-facing pages (program overview, FAQ, news) are visible to anyone, but functional use of the portal — viewing and responding to solicitations, submitting proposals, administering task orders — requires a registered account. Two account paths exist: (1) government contracting officials and specialists are provisioned accounts by their organization; (2) industry vendors must first hold a SeaPort-NxG multiple-award contract, obtained by submitting a technical/price proposal during a Rolling Admissions solicitation window (open periodically, not continuously) via the SeaPort-NxG Contractor Information Registration module. Eligibility requires an active SAM.gov registration and NAICS 541330 (Engineering Services) registration. Registered accounts that go unused for 30 days become inactive. How logisticians use it

Navy and Marine Corps contracting officers and program offices use SeaPort-NxG to competitively solicit, evaluate, and award task orders for support services — including logistics, engineering, and program-management labor categories — without running a full new procurement from scratch each time, since the underlying MAC pool is pre-competed. Awarded industry contract holders use the same portal to review solicitations, submit task-order proposals, and manage awarded task-order performance and modifications.

History & lineage

SeaPort-NxG succeeded SeaPort-e, the Navy's earlier electronic support-services contracting vehicle. The Navy began soliciting proposals for the new NxG structure in 2018 and started using it to award task orders at the start of fiscal year 2019, replacing SeaPort-e's regional-zone structure with a single nationwide competitive pool organized around the current 23 functional areas.
