The DLA Internet Bid Board System DIBBS
The DLA Internet Bid Board System (DIBBS) is a web-based application that provides the capability to search for, view, and submit secure quotes on Requests For Quotations (RFQs) for Defense Logistics Agency (DLA) items of supply. DIBBS also allows users to search and view Request For Proposals (RFPs), Invitations For Bid (IFBs), Awards and other procurement information related to DLA.

DIBBS (the DLA Internet Bid Board System, at dibbs.bsm.dla.mil) is the Defense Logistics Agency's public-facing procurement portal. It is where DLA posts solicitations for the supplies and parts it buys and where registered suppliers submit quotes and view awards. Any visitor can search current and historical solicitations; submitting a quote requires a free vendor account.
What it is
DIBBS is DLA's supplier-facing bid board, running on DLA's Business Systems Modernization (BSM) environment. Per DLA's own application listing, DIBBS lets DLA (i) post solicitations, solicitation amendments, awards, and award modifications; (ii) accept quotes from suppliers responding to Requests for Quotations (RFQs); (iii) accept offers uploaded in response to Requests for Proposals (RFPs); (iv) push messages to the supplier community; and (v) transmit notices of proposed contract actions and awards to SAM.gov's Contract Opportunities listings.

Access
Anyone can reach DIBBS and search RFQs, RFPs, and awards without an account — the site itself only gates access behind the standard DoD system-use consent banner required on all .mil systems. Submitting a quote, however, requires being logged into the secure section, which requires a DIBBS vendor account.
Per DLA's published FAQ and registration guidance, a vendor must first have a Unique Entity ID (UEI) and be registered in the System for Award Management (SAM.gov), since DIBBS registration pulls certain vendor data from SAM. Registration itself starts from a "Vendor Registration" link on the DIBBS home page and includes CAGE code entry, mailing-address verification, designation of an account administrator ("Super User"), an emailed temporary PIN, and acceptance of the DIBBS user agreement before a password and challenge questions are set. DLA describes this as a two-step (email plus physical-address) verification process, in place since 2018.
How logisticians use it
Small and large DLA suppliers use DIBBS as their primary channel for finding and bidding on DLA simplified-acquisition solicitations for spare parts, subsistence, and other supply items, and for tracking the status and award of quotes they've submitted. DLA contracting and small-business staff also point prospective vendors to DIBBS as the practical starting point for "doing business with DLA," alongside SAM.gov registration.
Related systems
DIBBS interoperates with SAM.gov for vendor identity/registration data and for publishing DLA's contract-opportunity notices, and sits alongside DLA's separate Collaboration Folders (cFolders) system, which handles technical-data exchange rather than bidding.
