Total Workforce Management Services (TWMS) is a Department of the Navy personnel-information system reached at twms.dc3n.navy.mil. It historically served as the DON's self-service training portal and personnel-record viewer (e.g., Notifications of Personnel Action, SF-50s), but as of August 2025 the Navy has moved mandatory training off TWMS onto a new platform called Waypoints. CAC login is required; the tool is for DON personnel, not the public.

What it is

TWMS is a web-based DON workforce-management system that gives civilian and military personnel self-service access to personnel information, including viewing Notifications of Personnel Action (SF-50s). It draws personnel data from the Defense Civilian Personnel Data System (DCPDS) on a periodic data-push basis.

TWMS is a Department of the Navy system; program management responsibility has been associated with the Bureau of Naval Personnel's Total Force Human Resources and Manpower office (BUPERS-05).

Access

Sign-in requires a Common Access Card (CAC); TWMS is restricted to Department of the Navy civilian employees, military members, and other DON-affiliated personnel — it is not publicly accessible. There is no public account-request path; access follows standard DON/CAC-based system provisioning.

Status / transition to Waypoints

As of 21 August 2025, the Department of the Navy transitioned mandatory training delivery from TWMS to a new Learning Management System called Waypoints (reached via a separate URL, don.csodfed.com). Per official Navy training-office guidance, "TWMS will no longer be used for training. All DON Mandatory training will be completed in Waypoints from this point forward." TWMS's training module has been described as deactivated for Appropriated Fund (APF) civilian personnel and their military supervisors, who now complete training in Waypoints. Non-Appropriated Fund (NAF) civilian personnel continued using TWMS for training until their inclusion in the Waypoints rollout. TWMS itself continues to be used for viewing personnel records such as SF-50s.

How logisticians use it

This is a personnel/workforce system rather than a materiel-logistics tool. Logistics-workforce members who are DON civilian employees or military personnel have historically used it to complete mandatory training and to view personnel actions and records; the training function has now largely shifted to Waypoints, leaving TWMS primarily as a personnel-record viewer for the DON workforce.
