The TRICARE Patient Portal is the online system Military Health System (MHS) beneficiaries use to manage their health care — secure messaging with their care team, appointments, and prescription refills. The legacy TRICARE Online (TOL) Secure Messaging portal has been retired; the current portal is the MHS GENESIS Patient Portal, operated by the Defense Health Agency (DHA).
What it is
The MHS GENESIS Patient Portal gives beneficiaries direct online access to their electronic health record. Through it, users can view and download health data, book or cancel appointments, request prescription refills and renewals, view clinical notes and select lab/test results, and exchange secure messages with their health care team. It is the patient-facing component of MHS GENESIS, the DoD's electronic health record system, which DoD, the VA, the U.S. Coast Guard, and NOAA Corps are jointly implementing as a single, common EHR.
Who operates it
The Defense Health Agency operates the MHS GENESIS Patient Portal. Portal identity and login are handled through the Defense Manpower Data Center (DMDC) via DS Logon/CAC authentication.
Access
The tool this entry originally described — TOL Secure Messaging at tolsecuremessaging.com — was discontinued for patient use effective 1 November 2023; TRICARE's own guidance told users to stop using it and delete their bookmarks. The current patient portal is the MHS GENESIS Patient Portal at my.mhsgenesis.health.mil, which requires DS Logon or CAC authentication through the DMDC identity management system (myaccess.dmdc.osd.mil). It is not a public, unauthenticated resource; the directory's stored "public" access type is misleading for the current login-gated system. Eligible users are active-duty service members, retirees, and their enrolled family members in the MHS.

This is a beneficiary health-services tool, not a materiel or logistics system — it is included here as an adjacent quality-of-life resource for the military community rather than a tool logisticians use in their professional duties.
