New accounts start with limited purchase amounts and unlock higher limits after a track record of completed transactions. There is no login or agency affiliation requirement to browse listings — only to bid.
How logisticians use it
Federal and military logisticians researching government surplus disposal channels should note that GovDeals is largely a state/local-government marketplace, not the DoD's contracted surplus-sales channel. For Department of Defense surplus specifically, DLA Disposition Services manages reutilization, transfer, and donation of excess property first; property approved for public sale is sold through DLA's contracted commercial partners — Government Liquidation, LLC (usable, non-rolling-stock property) and GovPlanet (rolling stock) — not through GovDeals. GovDeals is useful as a broader reference point for how non-DoD public-sector surplus disposal works, and some non-DoD federal entities may occasionally list through it, but it should not be cited as an authoritative DoD disposal path.
