The Navy electronic Retrograde Management System (eRMS) is a web-based NAVSUP supply application that manages the turn-in and movement of Depot Level Repairable (DLR) material. It gives Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) and end-use activities — ships, aviation squadrons, and shore stations — positive asset visibility and accountability while repairable carcasses are identified, packaged, documented, and shipped for repair. Access requires a PKI-registered CAC and an approved System Authorization Access Request (SAAR).

What it is

eRMS streamlines retrograde processing: the return of failed or removed Depot Level Repairables (the high-value, repairable components the Navy recovers and repairs rather than discards) back into the repair pipeline. The system supports proper identification, packaging, and documentation of the retrograde and tracks DLR turn-in material and stock in transit to be repaired, so units and NAVSUP can see and account for repairables worldwide. eRMS 2.0, a modernized version of the system, is available to users and customers 24/7 and is used by more than 3,000 Sailors, Marines, and Coast Guardsmen assigned to surface, aviation, and expeditionary units to track and distribute serviceable and unserviceable weapon components, aircraft parts, and shipboard items.

Who operates it

eRMS is a NAVSUP system. NAVSUP Weapon Systems Support (NAVSUP WSS) collaborated with the NAVSUP Business Systems Center (BSC) to develop and field the web-based eRMS 2.0 application, which NAVSUP describes as ensuring the Navy can move, control, and track depot-level repairables worldwide.

Access

eRMS is an authenticated NAVSUP application, not a public site — the directory's prior "public" classification was incorrect. Access requires a DoD PKI certificate (issued with a Common Access Card to DoD civilians, military, contractors, and foreign national employees) that is registered as a non-email certificate and confirmed unexpired. Users then submit a System Authorization Access Request (SAAR) through NAVSUP's User Provisioning process at my.navsup.navy.mil to be granted a logon for eRMS. NAVSUP's public PKI-registration and access-request pages describe this as the standard path for eRMS and other NAVSUP web applications.

How logisticians use it

Supply and logistics personnel use eRMS to initiate and document DLR turn-ins, generate required retrograde documentation, and track repairable assets in transit to the repair source — maintaining accountability and visibility from the originating activity through receipt at the repair point.

History & lineage

NAVSUP adopted eRMS in October 2002 as part of a Retrograde Reengineering initiative intended to fix chronic problems with tracking DLR "carcass" returns — including high fleet workload, carcass bills, and lost wholesale inventory — by giving units in-transit, "cradle to grave" visibility and making each activity its own retrograde manager. The system was modernized as eRMS 2.0, developed by NAVSUP WSS with NAVSUP BSC; the legacy-to-2.0 transition began February 1, 2021 and rolled out in phases, with NAVSUP Fleet Logistics Center (FLC) Norfolk among the first sites to go live and all users cut over by February 24, 2021. NAVSUP reported roughly 10,900 transactions valued at about $920 million processed in eRMS 2.0's first three weeks of operation.
