NMCI Outlook East Email Web Access OWA

NMCI Outlook Web Access (OWA) was the browser-based way for Navy Marine Corps Intranet (NMCI) users to reach their Department of the Navy email, calendar, and tasks from any web browser using a Common Access Card (CAC). The legacy NMCI webmail hostname (webmail.east.nmci.navy.mil) no longer serves working webmail; Navy unclassified email now runs on Microsoft 365 Exchange Online through Flank Speed, and the current OWA endpoint is webmail.apps.mil.

What it is

OWA lets Department of the Navy personnel check email, calendar, and tasks without an NMCI-managed ("seat") computer — for example from a personal browser with a CAC reader. The Navy Marine Corps Intranet is the Department of the Navy's enterprise network.

Who operates it

NMCI is the Department of the Navy's enterprise IT network. Email services are provided through Microsoft 365 via Flank Speed, the Navy's enterprise cloud collaboration environment that began rolling out in June 2021.

Access

Access requires a CAC and PKI credentials; it is for Department of the Navy account holders, not the public — the directory's stored "public" access type does not reflect the real requirement. The legacy webmail.east.nmci.navy.mil address (and its West-coast counterpart) no longer serves a working login page, so links or bookmarks pointing there are dead. The working, current entry point for Navy webmail is https://webmail.apps.mil/. Reported authentication rules have tightened: accessing from a non-NMCI machine has required CAC plus PIN and a passkey (phased in around December 2024–January 2025), while on-base access uses CAC plus password.

History & lineage

The Navy consolidated email onto Microsoft 365 during the Flank Speed rollout beginning in 2021. Commercial Virtual Remote (CVR) Teams was retired in mid-2021, and the separate NMCI Office 365 environment was reported to cease around October 1 of that year as users moved to Flank Speed. The old region-specific NMCI webmail URLs (East/West) appear to have been decommissioned as part of this consolidation; they no longer resolve.

How logisticians use it

For Navy logisticians, Flank Speed webmail is the everyday remote access point for official email and calendaring — useful for coordinating supply, maintenance, and program tasks when away from an NMCI seat. It is a communications tool rather than a logistics application in its own right.

Related systems

OWA/webmail.apps.mil is part of the same Department of the Navy M365 ecosystem as Flank Speed and is used alongside authenticated Navy logistics systems such as NAVSUP applications and Navy ERP.
