The Readiness and Cost Reporting Program (RCRP) is a Navy Expeditionary Combat Command (NECC) readiness-reporting system used by NECC operating forces — including the Seabees (Naval Construction Force) — to measure, display, and report unit readiness against Mission Essential Tasks (METs). What it is
RCRP gives NECC units a single capability to report and view readiness, tying readiness status to cost. Per the program's own documentation, RCRP creates a near-real-time, capability-based readiness reporting system for NECC built on METs, letting commanders visualize the readiness of their units and subordinate units according to chain-of-command structure and role-based permissions. Beyond MET-based readiness scoring across the PESTO pillars, RCRP supports reporting of a unit's authorized Table of Allowance (TOA), is meant to support adaptive force packaging, and is described as intended to "stimulate cost-wise behavior" and inform future investment and metrics-based planning.
