Electronic Transportation Acquisition ETA

Electronic Transportation Acquisition (ETA) is the single sign-on portal to the Global Freight Management (GFM) suite of transportation applications used by the Department of Defense to procure and manage commercial freight transportation. The portal is now reached at TEAMS (eta-teams.transport.mil); it is operated by the U.S. Army Transportation Command (ARTRANS), the former Military Surface Deployment and Distribution Command (SDDC), and requires an authorized DoD or DoD-approved account to log in.

What it is

ETA is a login gateway, not a single application: an authenticated user reaches GFM, a set of web-based tools supporting DoD multi-modal freight planning and execution — carriers file rates and tender capacity, military shippers enter freight requirements (origin, destination, cargo, timeframe) through a Freight Acquisition Shipping Tool, and a Spot Bid reverse-auction component awards moves to the lowest qualifying bidder. GFM also provides in-transit visibility on DoD freight shipments between origin and destination.

Who operates it

ETA/TEAMS and GFM are operated by the U.S. Army Transportation Command (ARTRANS). ARTRANS is the September 24, 2025 redesignation of the Military Surface Deployment and Distribution Command (SDDC), itself a component aligned with U.S. Transportation Command (USTRANSCOM); older references to ETA describe it as an SDDC system.

Access

Access is gated, not public. The legacy URL (eta.sddc.army.mil/ETASSOPortal) no longer resolves; the login and account-request portal has moved to TEAMS at eta-teams.transport.mil, which is marked "USG-authorized use only." ETA has historically required PKI authentication — DoD Common Access Cards (CAC) for government/military personnel and DoD-approved External Certificate Authority (ECA) certificates for commercial Transportation Service Providers — and login credentials are requested through the TEAMS registration page. How logisticians use it

Military transportation officers use ETA/TEAMS to reach GFM and enter freight shipment requirements, review carrier rates and capacity, and track DoD cargo moving by land and sea. Commercial Transportation Service Providers (carriers/freight brokers under DoD contract) use the same gateway to file rates, bid on moves via Spot Bid, and manage their shipment documentation.

Related systems

ETA is the authentication front door to Global Freight Management (GFM) within the Defense Transportation System; it is administered by the same command that also runs the Defense Personal Property System (DPS) helpdesk infrastructure at Scott Air Force Base.
